          AEFLA mandates an independent evaluation of adult education, and these two studies combined are intended to meet that mandate:
    
  • The implementation study (https://ies.ed.gov/ncee/projects/evaluation/pathways_wioa.asp) will capture the current state of adult education at the state- and local-levels.  It has a main focus on WIOA reforms and the challenges that state and local officials are facing in implementing those reforms. But it also seeks to assess the extent to which there have been more general changes in local programming, since the last national survey of programs was conducted (that was in 2002): https://www.ets.org/Media/Research/pdf/ETSLITERACY_AEPS_Report.pdf).

  • The design study (https://ies.ed.gov/ncee/projects/evaluation/pathways_evidence.asp) will assess evidence of effectiveness in the adult education field. At a minimum, the study team will conduct a systematic evidence review to determine what is known about the effectiveness of different approaches in the adult education field (eg. policies, practices, services) and where there are gaps in the literature.  If feasible, the study team will also conduct up to two new effectiveness studies in order to augment the existing literature.

So, the two studies are complementary, with each providing key information to understand the adult education field. Additionally, the implementation study will provide context to understand how widespread the approaches examined under the design study are. To give a hypothetical example - if ED decides to move forward with an effectiveness study of distance education, that study could draw upon information from the implementation study regarding the extent to which programs provide distance education.
