Need some help on a possible amicus case

One of the issues in the case we're looking at is whether the sheriff is "the chief policy making" person for a county.  In the suit, the jury found the sheriff not liable, but hit the county.  Are you aware of cases where a decision to find the officer not liable acts to limit the liability of the entity?  I may not be saying this clearly, so pardon the mush, but I could use some help ferreting out some cases around this issue.
