Colleagues,

We conclude the year with some significant census developments, which are the result of months and months of persistent and strategic advocacy by members of the Census Task
Force.  These major achievements deserve major kudos before we say goodbye to 2019 and hello to 2020 (Census Year!):

Congress reaches bipartisan consensus on FY 20 funding for 2020 Census. Ensuring
full-year FY20 census funding for the Census Bureau was a top Census Task Force priority. In recent years, stakeholders have successfully pushed Congress to allocate more funds for the Census Bureau than the administration requested. This year was no exception
(though it took a while to get there!). Today, Congress passed a “minibus” package that funds the Census Bureau at the Senate-passed levels for the Periodic Censuses and Programs account at $7.3 billion, which includes $6.7 billion
for the 2020 Census.  This new funding level is the stakeholder ask and  $1.4 billion more than the president's woefully inadequate new funding request.  Now Congress will need to make sure that the Census Bureau gets the money out the door, so that everyone is counted, as the Constitution requires. Read our statement https://civilrights.org/edfund/2019/12/19/bipartisan-census-funding-will-help-ensure-everyone-is-counted/.

Facebook releases new policy on census interference. Today, Facebook issued
a new policy protecting the 2020 Census from interference. The policy incorporates many of the civil rights community’s recommendations and is the most comprehensive policy on this issue to date. But the policy doesn’t mean much without robust enforcement and stakeholders will need to be vigilant about holding Facebook accountable. Read our statement https://civilrights.org/2019/12/19/facebook-listens-new-policy-protects-against-census-interference/, which was covered in https://www.washingtonpost.com/technology/2019/12/19/facebook-will-bar-posts-ads-that-spread-disinformation-about-us-census/, https://www.npr.org/2019/12/19/789609572/on-census-facebook-and-instagram-to-ban-disinformation-and-false-ads, https://www.npr.org/2019/12/19/789609572/on-census-facebook-and-instagram-to-ban-disinformation-and-false-ads, https://www.reuters.com/article/us-facebook-census/facebook-bans-all-ads-that-aim-to-limit-u-s-census-participation-idUSKBN1YN272, and https://thehill.com/policy/technology/475292-facebook-to-ban-misleading-census-content.

Census resolution passes the Senate. This week, https://www.congress.gov/bill/116th-congress/senate-concurrent-resolution/31,  the bipartisan concurrent census resolution championed by Sens. Schatz and Murkowski, and supported by many https://www.schatz.senate.gov/imo/media/doc/Schatz-Murkowski%202020%20Census%20Resolution,%20Endorsements%20(3).pdf, was https://www.schatz.senate.gov/senate-passes-schatz-murkowski-bipartisan-resolution-to-recognize-vital-role-of-2020-census by unanimous consent. The resolution now goes to the House, where passage will ensure that Congress speaks with one voice in recognizing the importance of the 2020 Census and encouraging every person to participate.

We couldn’t have gotten to this point without everything you’ve done and are doing to ensure a fair and accurate census. Wishing you and yours a very Happy Census Year!
