Here is a list of education increases and decreases.  Anything not listed is frozen at FY 2015 (the list does not include voc rehab programs).

None of the higher education policy riders included in the House and Senate bills are included in the omnibus.

“The agreement includes a general provision clarifying that funds provided in this Act for ESEA formula grant programs for academic year 2016-2017 are to be administered under the provisions of the ESEA in effect prior to the reauthorization of the ESEA by the ESSA. The transition provisions in ESSA generally call for implementation o f the new law starting with the

2017-2018 school year. The general provision and the funding levels and directives included in this agreement are consistent with that intent.”

Total ED discretionary increase = +$1.171 billion

FYI, while something is always better than nothing, this increase still puts us well short of where we were in pre-sequester FY 2012, and is also short of the level authorized by WIOA for FY 2016.

FY 2012 $595 million
WIOA Authorized FY 2016 $622.3 million
FY 2015 $569 million
FY 2016 Omnibus $582 million

National Leadership funds were frozen at last year’s level.

Jeff, It's a very serious matter that they can't even meet the WIOA authorized level.  This, at a time when PIAAC shouts out the alarming data that shows the scale of need, WIOA calls upon Adult Education programs (including ESL, family literacy, correctional ed, workforce/workplace) to do more and more, and most programs operate already at starvation budgets. Can you possibly craft a letter from the NCL to well-targeted recipients in Congress, or somehow wave this flag visibly.  Every NCL member could help in another way, by urging their own constituencies and legislators to get proactive about this.  We should be alarmed by it.  I also hope the NCL will pick up on Peter's lead to convey a strong message to the presidential nominees/candidates.  Gail

Oops. Should have had more coffee before sending my little chart.

I often forget that the WIOA authorized amount of $622.3 million is for the whole program, state grants and leadership combined.

The max amount for national leadership authorized under WIOA is $15 million. Since the total amount authorized for Title II under WIOA is $622.3 million, then state grants, at the very least, should be allocated $622.3 - $15 million, or $607.3 million. But the point remains the same: the appropriation this year will be under the authorized level.

So the chart should read:

ADULT ED TITLE II STATE GRANTS

FY 2012 $595 million
WIOA Authorized FY 2016 $607.3 - 622.3 million*
FY 2015 $569 million
FY 2016 Omnibus $582 million

*$607.3 million if maximum reserve for national leadership ($15 million) is taken.

Hi Gail, Jeff, and All,

Gail, I hear you; it is alarming and disheartening to see that we weren't
allocated even pre-sequester funding levels. However, I think it's also
noteworthy that our advocacy has likely contributed to "undoing" the cuts
that were passed in the House and Senate committees for FY16, prior to the
Bipartisan Budget Act of 2015. Those cuts could have been maintained in the
omnibus; other programs were cut.

I would like to hear others' thoughts as to how malleable the omnibus is at
this point. Should we at least thank them for the increase but wave the
flags as Gail noted, and asking for more - for FY2016?

Jeff, It's a very serious matter that they can't even meet the WIOA
authorized level.  This, at a time when PIAAC shouts out the alarming data
that shows the scale of need, WIOA calls upon Adult Education programs
(including ESL, family literacy, correctional ed, workforce/workplace) to do
more and more, and most programs operate already at starvation budgets. Can
you possibly craft a letter from the NCL to well-targeted recipients in
Congress, or somehow wave this flag visibly.  Every NCL member could help in
another way, by urging their own constituencies and legislators to get
proactive about this.  We should be alarmed by it.  I also hope the NCL will
pick up on Peter's lead to convey a strong message to the presidential
nominees/candidates.  Gail

Gail, I hear you; it is alarming and disheartening to see that we weren't allocated even pre-sequester funding levels. However, I think it's also noteworthy that our advocacy has likely contributed to "undoing" the cuts that were passed in the House and Senate committees for FY16, prior to the Bipartisan Budget Act of 2015. Those cuts could have been maintained in the omnibus; other programs were cut.

I would like to hear others' thoughts as to how malleable the omnibus is at this point. Should we at least thank them for the increase but wave the flags as Gail noted, and asking for more - for FY2016?

Jeff, It's a very serious matter that they can't even meet the WIOA authorized level.  This, at a time when PIAAC shouts out the alarming data that shows the scale of need, WIOA calls upon Adult Education programs (including ESL, family literacy, correctional ed, workforce/workplace) to do more and more, and most programs operate already at starvation budgets. Yes — more than the President’s request.

Everyone is making great points — I agree that any increase is worth celebrating, and we know that there are people on the Hill fighting for us (not enough of them!) who very much deserve our thanks. I also agree with Jackie — I don’t know the full impact of our advocacy over the last few weeks, but we would surely have had no chance of getting an increase at all had we remained silent.

But I also agree with Gail. It irks me that we have not been restored to pre-sequestration levels. I don’t know how many other programs are in that position, but most education programs have been. While we have some champions here in D.C., it is frustrating that folks on the Hill don’t seem to take seriously the costs associated with successfully implementing the changes required by WIOA.

Here on this list, at least, I feel like it’s fair/safe to express that frustration. But yes, IMO this is the point in time to be focusing our public messaging on thanking our supporters on the Hill and our advocates for their efforts. However, very soon we need to then pivot back to delivering the message that the funds allocated are inadequate.

BTW, our next big battle is going to be FY 18, I think. Because of the two-year budget deal, the funding levels in FY 16 are pretty well locked in for FY 17 as well.
