Administration.
The President’s State of the Union speech has been rescheduled for this coming Tuesday evening (February 5).
The Administration has not yet announced a new date to release its budget, which had been expected on February 4th but will be delayed due to the shutdown. Conventional wisdom is that mid-March is the soonest we’ll see it.

Three things that are important to remember about the President’s budget: (1) the President asked agencies to cut their budgets by 5% in their 2020 budgets, so you can expect to see deep cuts proposed to education programs; (2) the Administration’s previous two budget requests cut the Department of Education funding by about 11%, and (3) Congress essentially ignored the President’s previous two budget requests. That will be the case again this year. There is not going to be a 5% or more cut the the federal education budget in 2020. But, it’s always interesting to see what the administration priorities are, and to read what they say (or cut and pasted from some Heritage Foundation document) about the various federal education programs, like adult ed.
David Soo is leaving his position at the Department of Education Department to become chief of staff to Maria Flynn at JFF, (which really should be a member of NCL, IMO). He was working on higher education innovation initiatives at OET.
House Education and Labor Committee. The Committee has announced subcommittee chairs and ranking members. Of these, the Subcommittee on Higher Education and Workforce Investment is of highest relevance to the adult education community, but here’s the whole list, courtesy of CEF:
Subcommittee on Early Childhood, Elementary, and Secondary Education – Chair: Del. Gregorio Kilili Sablan (Northern Mariana Islands), Ranking Member: Rep. Rick Allen (GA)

House Budget Committee. The House Budget Committee has invited CEF to testify at a hearing on February 7th, entitled “Investing in America's Economic and National Security. Sarah Abernathy (who use to work for the Budget Committee) will testify and is the only person speaking on education. I’ve attached the hearing notice.
House Education and Labor Committee. Last week Speaker Pelosi announced that two more Democratic members have been added to the House Education and Labor Committee: Reps. Joaquín Castro (TX) and Lori Trahan (MA). Rep. Trahan used to be Marty Meehan’s chief of staff and represents the 3rd District (the Lowell area), most recently represented by Niki Tsongas.

NDD United Letter. Sorry for the short notice on this one — today is the deadline to sign on to a NDD United letter urging Congress to quickly negotiate a new budget agreement to avert the deep cut to non-defense discretionary (NDD) spending that would occur under the existing discretionary spending caps in fiscal year (FY) 2020.
