Dear CEF Members:

I.              Advocacy
·      CEF letter supporting higher funding for 2018 Labor-HHS-Education bill – Thank you to all who signed on to the attached letter urging Congressional appropriators to increase the allocation for the Labor, Health and Human Services, Education, and Related Agencies appropriations bill for fiscal year (FY) 2018.  Close to 800 organizations signed this letter that was circulated jointly by CEF, the Campaign to Invest in America’s Workforce, and the Coalition for Health Funding, which is 200 more than a similar letter last year.  We will continue to advocate for raising the cap on non-defense discretionary spending from the austere sequester level to allow more funding for a variety of non-defense needs.

·      Senate FY 2018 Labor-HHS-Education request deadline – Senators have until May 25 to submit requests for FY 2018 funding to the Labor-HHS-Education Appropriations Subcommittee.  Individual Senate offices have earlier deadlines for receiving letters advocating funding levels.

II.            Policy Intelligence and Education News

·      Questions over HBCU capital financing – The last paragraph in President Trump’s signing statement https://www.whitehouse.gov/the-press-office/2017/05/05/statement-president-donald-j-trump-signing-hr-244-law for the fiscal year 2017 consolidated appropriations bill raised questions over the weekend about whether the Administration would fund the Historically Black College and University Capital Financing Program Account.  The statement questioned the constitutionality of the decades old program that provides about $20 million per year to help HBCU’s finance construction projects (this is separate from the programmatic funding that CEF routinely tracks).  On Sunday, the President released a separate statement https://www.whitehouse.gov/the-press-office/2017/05/07/statement-president-donald-j-trump-historically-black-colleges-and reiterating his support for HBCU’s that implies his signing statement does not imply withholding the financing.

·      Trump FY 2018 full budget on May 22 – We are hearing that the Administration will release its complete fiscal year 2018 budget on Monday, May 22, although there is not yet an official announcement.

·      House Budget Committee won’t produce FY 2018 budget resolution this month – The House Budget Committee has put the fiscal year 2018 budget resolution on hold until after Memorial Day.  This delay means the resolution will not be under consideration during the release of the President’s budget – a budget that is likely not to match the House resolution’s assumptions about deficits, spending, and revenues over ten years.  The Committee typically publishes its budget proposal two days before the markup.

III.        Events

·      Nominate someone to honor at this year’s CEF Gala – We are asking all CEF members for suggestions of champions of education to receive an award at CEF’s annual gala on October 3.  Past awardees https://cef.org/events/cef-awardees/ are a bipartisan roster of those who have taken a lead in efforts to provide federal education funding, including Members of Congress from both parties, Administration officials, former staffers, as well as those working outside of government on initiatives that will help students and promote learning.  We want awardees to represent the gamut of our members’ interests, and to help draw people to attend the gala, as well.  I’ve attached a nomination form – please send nominations to Gala Committee co-chair Kelly Vaillancourt at kvaillancourt@naspweb.org mailto:kvaillancourt@naspweb.org by June 2, 2017.
