Help with AI in Public Comments

Good Afternoon,

A member has a question about whether anyone is having issues with people using AI in public comment in City Council meetings? They've had a person who comes to each meeting (virtually) and spends the allocated time for the open public comment with a robotic/computerized voice telling an AI generated story about their City with odd or moderately inappropriate references to politicians or City officials. They believe under the designated public forum analysis, if we are opening the Council meeting to public comment on any topic, a computer/AI generated story is similar to a person reading a fictional story or ringing a bell for the two minutes. But they are wondering if anyone else has dealt with this issue and if you may be analyzing it differently.
