My Council has voted to extend an offer of employment to an individual to serve as the city manager. Motion was made in open session to extend a kx based upon the terms discussed in executive session. Must the proposed kx be brought back before Council for vote or may the kx be drafted and executed absent further Council action?

Beth is right (as usual) given the facts described.

The only way around this would be if the Council expressly delegated authority for signature to someone else, e.g. the Mayor, for this particular contract. But then you might have an issue with any last minute changes in the terms. Some candidates may want to negotiate a particular provision of the terms.
