Anyone have an ordinance addressing feral cats within the City?  Some homeowners feed the feral cats, and wind up with many, many cats coming to their home that are "not theirs" and that cause damage and create a nuisance for other property owners.

Hinton addressed this problem by enacting an ordinance prohibiting the
feeding of stray animals.  I am not certain this is the best solution. I'm
interested to know what others do as well.

Here's the language from that ordinance:

Section 3-308. Feeding Stray Animals.

A. It is unlawful for any person to provide food or water to any animal
which the person does not own, including any stray animal, without the
owner's consent, except that a person who has contacted the animal's owner
or the Animal Control Officer may provide an animal in need with food and
water for a brief time pending the arrival of the owner or Animal Control
Officer. This prohibition shall apply regardless of the location of the
animal, whether on private or public property, and even on property owned by
the person accused of violating this provision.

B. Persons violating the provisions of this section shall be subject to
the penalties provided in section 11-300 and may also be prosecuted for all
other applicable violations of this code of ordinances or any law, including
but not limited to those laws regarding trespass and public nuisance.

Trap Neuter Return advocates would assert that cities should allow for TNR in some way (the city does not have to explicitly endorse or adopt TNR) and allow the feeding of feral cats. We have not implemented TNR-friendly ordinances but are considering it and drafting ordinances.

I believe IMLA worked on a policy regarding feral cats that should be available to members in the IMLA archives.  It was somewhat controversial as feral cats can have a damaging impact on protected or endangered species in some areas.  The islands of Hawaii are one example and I believe an area near Long Island, NY another where feral cats created adverse results for some indigenous species.
