The Oklahoma Transportation Authority is proposing to have a city be a location that issues Pikepasses. The thought is that it might be more convenient for customers to go to a city's offices to pick up their Pikepass. The OTA proposes appointing the city as an agent for the purpose of delivering a Pikepass to a customer (the customer applies online and receives a confirmation that would be presented to the city to obtain the Pikepass).
I am leery of the City being an "agent" for the OTA for any purpose. Generally, we try to avoid creating an agency relationship with third parties. I would appreciate thoughts on implications of a city being an agent for OTA.
