We have used the Citrus Hand Clearers, such as Go Jo.Citrus Orange, Pumice Hand Cleaner for over 30 years. The base gets the material into a state where it is easily removed with green scotch pad. We then wash with Dawn soap, and apply several coats of 303 for vinyl. I believe that the 303 is better than Armor-All. 303 helps to restore plasticizers, and I believe that the Armor-All does not.
