Use of Private Property for Training

Good morning, everyone,

A member represents a Fire Department, which has asked about the use of private property for training purposes. They periodically run into property owners who have buildings that are to be demolished, and they are willing to let them train on their properties and buildings until demolition. This is invaluable as they do not have a training facility for their fire personnel to develop these skills in a realistic environment. Some of the training techniques used at these structures are forcible entry into doors and windows, roof ventilation, ladder operations, hose deployment and interior hose advancement, and rescue operations.

The member was wondering if any other counties have similar programs and if they would be willing to share their written documents that they use to allow their fire (police or similar) personnel to train in abandoned, vacant, or ready to be demolished structures? Also, what risk assessment process do they use, if any, to determine the risk of using the abandoned, vacant, or ready to be demolished structures?
