Ordinance Publication

I have a city that apparently has not published ordinances for the past several years. I am aware that those ordinances do not take effect until they have been published. 11 O.S. §14-106 states that they are to be published within 15 days of passage, but I am not finding much case law on what needs to be done if that time has passed. Do any of you have any experience with this and what the city should do? Would it be as simple as going ahead and getting those previously passed ordinances published in the paper, or would it be necessary to bring those ordinances back to a vote of the council and then publish the newly passed ordinances?
