Only if it's from the oft-discussed fraudulent (described by the USCG,
not my words) 3rd party agents. Avoid them, unless you fancy giving
someone 50 bucks to complete a simple task that will take you less than
15 minutes at the computer and cost $26 (I just completed mine last night).

If the domain ends in anything other than ".mil", you're at the wrong
place. For example, this one: https://vesselrenewal.us/ -
It's fraudulent. They will, in fact complete your renewal for a fee, but
there's absolutely no advantage to paying for their service. The guy
running the scammy site has a reputation for being dishonest. The
website attempts to mimic an official look, but it has now added that
they are not an official site, but an agent. Again, no advantage to
utilizing their service, if you initiate the process then change your
mind, you stand a good chance of losing the fee, the website tells you
as much.
He uses public information from the USCG database to send a letter that
mimics an official notice, it's very easy to be taken in if you're not
paying attention.
