Dear CEF Members:

I. CEF Schedule

·      CEF Board and budget for 2017 – On Wednesday we will send out the list of the full 2017 Board, including those voted in on Friday and the 4 board members to be appointed by the new President, as well as the new chairs of CEF’s committees and the final 2017 budget approved by the full CEF membership.

·      Preliminary January schedule for CEF – As we discussed at the annual meeting, Congress will be in session most weeks next year, which leads to very frequent CEF Friday meetings since we meet when Congress is in.  We recognize what that time commitment means to our members, and in order to not wear out our welcome and dilute participation, we will skip some of the Fridays where there is likely to be less to update or that are close to other events we are holding.  Below is a revised preliminary schedule for January:
o  Friday, January 6 – no CEF meeting
o  Tuesday, January 10 – planning retreat for the 2017 Board
o  Friday, January 13 – Friday morning meeting, 9-11am, at AFT (55 NJ Ave, NW)
o  Friday, January 20 – no CEF meeting (Inauguration Day)
o  Friday, January 27 – CEF Member retreat, 9-12:30pm, location TBD

II. Policy Intelligence and Education News

·      Education transition team contacts – A number of you have inquired about contact information for the education transition team members.  Below are what we have found for email addresses.

·      Rep. Mick Mulvaney (R-SC) chosen as Director of OMB – This weekend President-elect Trump nominated Rep. Mulvaney as Director of the Office of Management and Budget (OMB).  This position has great influence over the Administration’s strategy and proposals for non-defense discretionary spending – where most federal education funding comes from – including the final disposition of 2017 appropriations and what happens with the sequester caps for 2018 through 2021.  Rep. Mulvaney does not fit the template of recent OMB directors, who have had either long experience in federal budgeting or organizational management. Instead, his selection represents a sharp tilt away from a strong federal role in regulating and spending as he is known most for leading the fight to cut the deficit and federal spending, cosponsoring a balanced budget amendment to the Constitution.  Elected to the House in the Republican wave of 2010, he served briefly on the House Budget Committee and co-founded the conservative “Freedom Caucus” that has clashed with House Republican leadership (including in essence forcing out Speaker Boehner last year after he chose to compromise with the Obama Administration and Congressional Democrats on spending and debt legislation). He is a lawyer who has run his own law firm, his family’s real estate business, and a restaurant.  On the personal side: he has triplets, and loves to play golf.

·      WIOA state plans online – The Department of Education has posted all final plans http://www2.ed.gov/about/offices/list/osers/rsa/wioa/state-plans/index.html for each state’s four-year strategy to implement workforce development systems under the Workforce Innovation and Opportunity Act (WIOA).  The WIOA systems are a combination of federal, state, and local employment, training, education, and related support services to help those looking for work.  You can read each state’s plan, or search for topic areas among selected states.
