Holiday Party with City Funds

Hello! I’ve enjoyed the threads here and learned much. Now I need guidance.

The City has a Public Works Department that collects and sorts scrap metal throughout the year as part of its regular duties. At some point this scrap metal is sold and the funds kept in a separate party account. This time of year, PW takes this separate fund and hires a caterer for City employees. PW also spends its regular work time to create a space for this party.  The PW is a few miles from City Hall and the Police and Municipal Court so the employees drive to the party area. It’s unknown if City vehicles are taken.
Does anyone see a problem with this?

I agree. I just would not purchase alcohol with taxpayer funds. And I would make sure the cost is reasonable.
