A town I represent is wanting to possibly annex a small area along I-35,
the prospective area abuts the city limits so that is not an issue. Also, I
have performed an annexation before so I am familiar with the gist of the
procedures.
However, I have never annexed property along I-35. So my question is who or
what department/office with authority over I-35 do I contact to discuss the
annexation issue? E.g. is there a division of ODOT that handles these
matters?

It has been a while since I have annexed part of an interstate, but I believe the consent you are looking for is the Department of Highways and the State Highway Commission, created under 69 O. S. §301 though effectively renamed the State Transportation Commission in §302. I would deal with the Office of the Director under §306.

You should also consider whether you will annex to the edge of the highway right of way or annex the highway right of way. There are likely some maintenance responsibilities that come with annexation of the highway. Also in many cases the state takes fee simple title to highway right of way.

You might want to check out the Seminole case at 2004 OK 60 to see if it applies to your annexation.
Anyone dealing with the Certificate of Compliance American Marijuana Authority, Kingston does not have the code enforcer in all these areas, we have depended on the State Fire Marshall and the prospective businesses are demanding we sign off.
Anyone dealt with this?

Don’t forget, there are limitations on enforcement on the Interstate. See e.g., 11 O.S. 14-111(F).
