Lee, if you want to increase participation in things like the Ambrose Rally, you need to allow boat skippers to sign a "certificate of no change" so they can be scored with their last valid PHRF. This would be important for boats like Journey, who do not intend to race regularly and do not have a 2016 PHRF, but might want to join in on the other events, like the Long distance Race and the Ambrose Rally.
