Pell Grant Funding: In the Fiscal Year 2016 Analytical Perspectives http://www.whitehouse.gov/omb/budget/Analytical_Perspectives document in the Budget there is a section on Pell grant funding (see pages 137-139). The document shows a projected 10-year Pell shortfall of $29.7 billion. After the Administration's proposals on Pell eligibility and related changes, the shortfall slightly decreases to $29.1 billion. The shortfall doesn’t start until FY 2018. Here is a key table.
Note: this does not include the proposed changes to the mandatory side of Pell, namely extending CPI adjustment for the mandatory maximum award add on, which costs $29.75 billion over ten years.
