Political transitions
NDD United & CEF re-grouping as everyone is trying to figure out this transition. ACG management firm who is managing Center for Education Funding this year have connections with Trump transition, so CEF should be a way to get some intel soon.
CEF: "There will be a new chair of the House Education and the Workforce Committee next year who will oversee efforts to reauthorize the Higher Education Act. It is likely Rep. Virginia Foxx (R-NC), who has not supported efforts to increase college aid."
Appropriations - 2017 budget must be done in November and then FY18 budget we are talking about a wholesale change in non-defense discretionary (NDD) spending that could be a big, broad fight, larger than adult education funding. Beyond advocacy for adult education, we may want to join forces with other education/HHS/discretionary funding programs to have a larger message.
An issue we may want to deal with quickly - fear among immigrant serving groups. NCL should advocate for immigrant inclusion, DACA, dreamers, refugees politically and support practitioners. How can we mitigate the natural anxiety among learners and practitioners. Could we find a list of Obama's administrative actions that Trump may rescind? Good news: We got our reauthorization through WIOA during Obama.
Jeff: Focus on the real challenges and opportunities about which we should know more in the coming weeks. Also eventually focus on finding anything within the next administration to connect with adult education (infrastructure bill, rebuilding places in poverty, etc.).
PIAAC state-level data
Peter: Original plans for release at the end of Nov 2016, but now ETS is planning release in March 2017. NCL should use the time for thinking about how to support states thinking about/using that data.
David: NCES is going to be releasing PIAAC county data next year.
The more granular the data, the better.
PIAAC report - incarcerated individuals
Jeff will attend next week's forum and report out.
National Association of Workforce Boards (NAWB) forum
Jeff has been talking with Ron Painter, NAWB director, about doing some explicit adult education/WIOA title II/NCL branded panel at their big conference at the end of March 2017. Members were supportive of "NCL branded" panels. David suggested S Reder's research on "100+ hours" students - question: how does this compare to current average # of hours (Jim shared this is about the average in many programs, driven by number of hours in ESL) - Raises questions about to grow that intensity of service - what resources would it take
WIOA Equity Forum
David reported this statement from that event: "Workforce boards have the responsibility for ensuring equity."
