Billing Practices for Adult Welfare Division

Hi everyone,

A member is seeking information regarding billing practices for its adult welfare division.  In particular, the attorneys representing the municipality's Public Guardian carry a particularly heavy case load and it would likely be inefficient for them to prepare a daily, itemized billing statement to the client given the number of cases/files handled on a daily basis (e.g., between 25 to 80 per day).  In this regard, historically, the attorneys have been permitted to use a block billing method, since they do not handle work for any other department in the municipality.  The Public Guardian has been agreeable with the block billing method.  Are there any other municipalities that authorize their attorneys to use a block billing method when they have a very high volume of cases and represent only one client in the municipality, especially for legal work performed on behalf of the Public Guardian?
