After the heavy rains the last 10 days, my cities/ towns are struggling with culvert/ tin horn issues, and arguing over who has the responsibility to keep ditches cleaned and cleared.
Next week, I have an Agenda item with angry citizens. I toured the area in question last evening, and the ditches are either clearly on the homeowners' property, or are the routine ditches you usually see which run between houses and the streets. ( If clearly on the homeowners' property, I have no problem telling homeowners they must maintain these ditches.)
Do any of you have suggestions? I assist four municipalities, with multiple approaches. Of course, stormwater runoff and extraordinary rainfall are always problems.
