Hi Bob: Wind velocity when sea anchor deployed was 20 kts. Later winds were
35-40 kts. Maximum velocity was 53kts. Seas were about 10-12 ft. Regards.

10-12 foot seas from 35-40 knots of wind with max velocity of 53 knots,
which I take to mean gusts; does not represent a fully developed sea state.
Without consulting the tables, the fully developed sea state would be about
30 foot seas, a fetch of about 500 miles and a time period of about 24
hours. The sea state that developed(10-12 feet) would represent a fetch of
about 30 miles and a time period of about one hour. ( my copy of W. Van
Dorn's book is in storage).

I am suspicious of the last sentence. It sounds like conditions were from a
small squall.
