Can people stand in front of city hall to ask voters to sign a Petition for a State Audit by State Auditor?

Ray - there's a good discussion in Fenn v. City of Truth or Consequences,
983 F.3d 1143 (10th Cir. 2020) about the issue. In that case, it was a
publicly owned building but which was leased out to private users. The
Court found that the approach to the building was not a traditional public
forum akin to a sidewalk because of the unique facts in that case. But the
discussion pretty well answers your question about restricting speech in
front of City Hall.
