The goal remains to finalize the bill this afternoon. One thing to note: according to CEF, Senator Enzi (R-WY) plans to raise a budget point of order objecting to the method of offsetting the proposed Pell Grant increase in the bill. Senate Democratic staff is telling CEF that if this point of order is sustained, the maximum Pell Grant in the bill will revert from $5,135 to $5,035 in the final minibus. They are told that Senator Leahy (D-VT) will make a motion to waive the point of order prior to the bill’s passage.
