New ORA case about personnel files. So does this now mean that the documents listed in 51 O.S. § 24A.7(A)(1) are not per se confidential but subject to a balancing test?

That is what the opinion says. It is a terrible opinion, and I believe is mis-construes the statute. Hopefully if will be appealed further.
