At this very moment, members of Business Leaders United (BLU), together with leaders from community colleges from across the country are making their way to Capitol Hill to talk to members of Congress about how they can make Pell Grants more job-driven. The Jumpstart our Businesses by Supporting Students (JOBS) Act of 2015 would authorize Pell Grants for job training programs at community colleges and other institutions of higher education and would ensure that qualifying programs are aligned with the needs of local employers and lead to a recognized postsecondary credential. The bill would also encourage eligible institutions to connect short-term credential programs to career pathways and provide basic skills instruction to support student success.
The JOBS Act is an important step towards expanding access to postsecondary skills and credentials for America’s workers. Attached are the minutes from the recent NCL Public Policy call. Thanks to Jackie Taylor who did the initial draft.

Agenda:
Tax deduction for adult educators: Don Beyer (new rep from VA) is putting together a bill for adult educators under WIOA to have the same tax deduction as K-12 educators. It amends the IRS code by striking some language that is K-12 specific, includes references to adult education, and indicates that an educator should work 250 of taxable hours/year in order to qualify for the tax credit. John Segota has sent the information to the NCL list on 11/4. It was suggested that the Coalition indicate it's support for the bill and Peter will contact Jeff to determine the best vehicle to do so.
Budget Act and Omnibus: Joel Packer sent out a request for CEF organizations to draft and send a letter asking for the largest 302B allocations for Labor-HHS-Education as possible. COABE ,ProLiteracy and the Coalition will be sending letters.
Presidential Campaign Survey: ProLiteracy is drafting a survey to gather responses from Presidential candidates, while making the case for some adult education issues, for example waiting lists, AE's impact with respect to jobs, health, etc. Then they will seek out key people within the campaigns to elicit a response from the candidates. Responses, if any, would be published on the NCL website. This strategy was done in the past via the "Literacy President" campaigns in 2004 and 2008, led by Jackie Taylor, David Rosen, and David Collings. NCL members took a key collaborative role in the 2008 campaign. Jackie will search for the files from the 2008 campaign to see if there are materials or timelines we could consider/revise for the 2016 campaign. A new draft will be shared with the Coalition in the two weeks for review. We will finalize and then begin to distribute to any contacts we can get with each campaign.
Perkins Reauthorization: There continues to be movement toward reauthorization of the Carl Perkins Act. CLASP and ProLiteracy have submitted general comments on potential improvements in the act going forward. It is clear that better alignment with WIOA and the adult education community is needed. A suggestion was made to ask the ED of the Association of Career and Technical Education to an upcoming Coalition meeting and to explore more coordination with those efforts.
