So happy to be able to contribute at 75. God, where do all the years go?
Goldie, the Chronicle reporter, mentioned the paper I am working on for ETS which will review the state of the art in correctional education and make legislative policy recommendations. It is currently planned for publication sometime at the end of the year and there will be some kind of event. I will keep everyone informed as we get closer.

Note that in this article it is written that "The USCIS said it is 'soliciting the input of experts in the field of adult education to ensure that this process is fair and transparent.' " Anyone know who these experts might be? Has NCL been approached? TESOL? Amy other national organization?

Dear David, Deborah, and NCL colleagues,
As far as I know, the Adult Education Interest Section of TESOL has not been contacted directly or indirectly at this time. I cannot speak for the association at large at this point. Just this week, the Refugee Concerns section of TESOL shared the same information you shared with us.
As many of you know, in 2005, USCIS entered into a contract with TESOL to form the taskforce that revised the test. I was a member of that group that included 12 names most of you will recognize. At the table, all of us meeting with USCIS for 4 years were TESOL members specializing in adult language, assessment, materials writing, research design, grammar, and civics education (John Segota was our contact at TESOL.) The process, although far from ideal and often limited by the political reality of those years, worked well and the test was piloted, research was properly conducted, questions weighted and discarded when necessary.
The memo included in the story was dated May 3, 2019 and it states that they are "formalizing the process" but the announcement on July 19 says that they formed a "naturalization test revision working group" with members from across the agency." That means so far they have not engaged outside expertise. The process 15 years ago was very open. Now it does not appear to be so.
I am very interested in knowing the direction of this development. Does NCL or any of you have a contact with the USCIS Office of Citizenship? It may be helpful to reach out to them. I can reach out individually to my friends there, but that would be a personal email, not a formal NCL contact.
I also want to share with you a blog that came to my attention through TESOL (although not affiliated) written by an immigration attorney in New York. Very interesting reading.

At the end of my message I asked if someone has contacts at USCIS. Michael Jones used to be the director of the Office of Citizenship that directed the last revision of the test. I can contact him although I don't know if he is in the same position. My contact, however, would be personal since I don't represent any NCL member organization.
