I get the impression the entire S. Pacific is NOT friendly to dogs.
Hard to imagine?

The thing that characterises countries like Australia, New Zealand,
Tonga, French Polynesia etc is that they are all Islands and are able to
fully control anything that comes into their countries, unlike
continents like Europe, Asia etc.

In Australia all animals being imported or visiting must go into
quarantine for a period for observation. This includes visiting
thoroughbred race horse studs worth 100's of Million dollars to serve
southern hemisphere seasons. This is I imagine to see whether they are
not bringing in a transferable disease that local animals may be
susceptible to because of their isolation. However I suspect that it is
all overkill when it comes to pets as there are no commercial interests
to ruin. As well we all know about how Government bureaucrats love to
ramp up anything that keeps them in a job.

Good luck
