Has the City or Town you represent applied for the Cares Act Funding through the State of Oklahoma.  If your city or town has public safety, then all the payroll expenses spent on public safety between March 1 and July 31 are reimbursable. The State is allocating this money and I would encourage you to speak with your City Managers and Mayors about applying for it.  Employees at OMMS, OML, OMAG and Frank Crawford's office are available to help if you need it.  In fact,

Here are a few Q&As:

  1. How much has been allocated to your city or town?  (the chart is in the manual page 13)

  2. For the time period of March 1 through July 31 (5 of the 10 months), how much have you spent in total public safety payroll? (each individual city will need to make this computation)

If the answer is 50% or more of the allotment, they should be able to apply for just public safety related expenses and recover their total amount; it may take two different request, but it would seem an early request for the first portion would be advised.  Some cities will already be over 100% and can apply for the full amount.  Some will have 0 in public safety and will need to consider Resolution B to see if some other salaries can be applied to the "similar to public safety" category, and if so, how much.

  1. Have you had any unreimbursed COVID related expenses?

If yes, you will need actual proof and may be able to seek reimbursement depending upon the expense.

  1. The most difficult issue will be with those towns who do not have much public safety spending but who have an allotment from the state.  For example, Slick, OK has been allotted $14,000 and has no public safety expenditures.  Towns like Slick should gather their total payroll, by employee, for the same March 1 through July 31 period to see what could be eligible and we will need to work with them to use Resolution B or some other process to attempt to get them funds.
