It occurred to me to double check the DEEP web site, where you can find
Common Gallinule listed as state endangered. Given the possibility that
breeding may be involved, great care should be used in attempting to see
and photograph these birds. It wouldn't take a lot to raise efforts to the
level of harassment.

And, to add my curmudgonly two cents, there is no reason for anyone to go into the water. Stay at the edge and wait for the birds to come out of the reeds. Also, there is absolutely no reason for anyone to back to the area multiple times! One look, even without a great photo, should be enough. If we don't drive them off, maybe these gallinules will return next year?
