I agree, and hopefully this decision will be appealed. It appears to be a political decision, since the Judge acknowledged that the public know about the defunding issue, and that it could be a part of the budget process. If this stands we are going to end up with very wordy and extensive agenda items.

I haven't looked at the pleadings, but it seems this should have been
considered in conjunction with the notices given and the public hearing was
held in the budget development process. (Perhaps the meetings and study
sessions referenced by the Court were budget workshops.)
I'm sure there were many instances of reallocation and modification of
department budgets in the approved budget - which is why the budget summary
is published and the budget made available for inspection.
I can't imagine how we will have confidence that an agenda meets the
standard established by this order.
