City Sponsorship Policy and sponsorship application forms

All,

In Perkins, two issues came to my attention around the same time: 1) the Library Department wanted to accept "donations" for the "naming" of rooms at the yet-to-be-built library, and 2) the Parks Department wanted to raise funds through the "sponsorship of banners."  After researching the matter, I quickly advised the City Staff not to refer to the sponsorship of a fixture/item/etc.  Individuals and entities sponsor programs, activities, departments, etc., and the City acknowledges the sponsorships through the City's placement of names on t-shirts, banners, fixtures, etc.  Mindful that the City wants all such speech to be government speech only, I started searching for a policy.  The only one I liked was from Lexena, KS.  Their forms were more complicated than we needed, but they were super-helpful.

I believe we developed a policy, forms and procedures that (if followed) will work across the board - i.e, whether dealing with the sponsorship of an activity/program/etc. which results in the entity's name on baseball shirts, a banner affixed to a baseball field fence for a season, or a plaque affixed to a public building.  I could be wrong, though.  If you review these documents and find something you deem problematic, please let me know.

A couple of notes:  1) You will see that the application related to the "naming" of a room contains verbiage not necessary in the other applications; and 2) The form application contains an insurance requirement provision that won't be necessary most of the time; but I have advised that the Department head address the necessity of insurance coverage every time he/she drafts a sponsorship application.
