One of my small towns is nearing the end of a bond project. The engineer has contacted me to say that the Contractor might not be paying his invoices.How can we protect that our final payments to the contractor insure that all subcontractors and invoices are paid?
The project is one year behind schedule. Contractor is arguing about the days of overruns and liquidated damages.
Suggestions?
