Employee Guidelines for Potential Visits from Federal Agencies

To: All Employees

In light of recent developments across the country, we want to ensure all City staff understand how to respond appropriately in the event federal law enforcement agencies visit our workplace. While there is no specific reason to expect any visits from agencies such as Immigration and Customs Enforcement (ICE), all employees are encouraged to review the following guidelines and watch a short video on how to respond should such a situation arise. These guidelines apply to City of Phoenix employees and contracted employees at City of Phoenix facilities.

Employee Guidelines:

  • Stay Calm and Professional: If any federal agents arrive, remain calm.

  • Do Not Interfere with Law Enforcement: Employees should not obstruct or interfere with official investigations or enforcement actions. Law enforcement agents may legally enter public spaces (open to the public), question people present in these spaces, and conduct inquiries that may include questions regarding their legal status.

  • Do Not Call the Phoenix Police Department: The federal government, not Phoenix Police, has exclusive authority over immigration laws and enforcement.

What should I do?

  1. Notify Leadership Immediately: Contact your immediate supervisor, who will contact the Law Department. During regular business hours, supervisors are to first contact the Law Department at 602-262-6761 and then continue to notify their chain of command up to the Department Director and Deputy/Assistant City Manager. After business hours, supervisors are to email law.warr.subp@phoenix.govmailto:law.warr.subp@phoenix.gov and then continue to notify their chain of command up to the Department Director and Deputy/Assistant City Manager.

  2. Send the Law Department a Copy of the Warrant if Access to Restricted Areas is Requested: Law enforcement must have a warrant or court order to enter restricted City areas (areas that are marked for employees only or badge-protected). If federal law enforcement officers request access to restricted areas, staff should obtain the warrant. Supervisors shall promptly send the Law Department a copy of the warrant and the contact information for the lead agent in charge to law.warr.subp@phoenix.govmailto:law.warr.subp@phoenix.gov.
