I was at the one in Greece in 2009. http://www.websci09.org/  - I took a poster there: http://journal.webscience.org/235/
I found it to be rather a computer scientist's conference, trying to fit some social science into its mould.  However, as a cultural theorist, trying to fit computer science into a sociological mould, I rather liked it.  My work, unfortunately, is not sufficiently 'scientific' to be accepted in 'paper' form at this conference, though, and I didn't submit another poster to the US conference.
