A member is considering enacting a ban on the sale and use of combustion engine-powered leaf blowers and would like to hear from others whose cities or counties have adopted similar leaf blower bans. They are particularly interested in knowing if these bans have been enacted as air quality measures or as noise control measures given the Clean Air Act's preemptive language in 42 USC § 7543(e); and if so, whether any have been legally challenged.
