[CITASA] CIT-oriented PhD programs

Hello all:

A friend with engineering and human relations backgrounds wants to
pursue a sociology PhD in a CIT-oriented program.  Because of family
and work obligations, she is tied geographically to southeastern
Virginia so she may need to look at distance learning.  Can anyone
recommend programs/options for her to consider?

I'd be interested in learning about other PhD programs not just in Virginia
that focus specifically on CIT themes.
