Dear IMLA Police Alternatives Working Group:

Our next call will be on September 19th at 2 pm eastern.  We will send a reminder with the zoom invite before the call.  This call will focus on a recent lawsuit filed by the against the District of Columbia challenging DC's practice of sending police officers as the default first responders for mental health emergencies.  The lawsuit claims the practice discriminates against people with mental health disabilities under the ADA and the Rehabilitation Act.  Attorneys from the ACLU will provide a presentation to our group regarding the lawsuit.  The presentation will focus on:

  1. Laws that support the creation of alternative to police programs. In particular, the ADA and Rehabilitation Act that require equal access to mental health emergency services.
  2. The risks municipalities face from inaction or delay in creating alternative response programs.
  3. Summary of DOJ investigations and ACLU's D.C. lawsuit.

We will leave time for questions both with the ACLU attorneys on the call and then without them on the call after the presentation.
