GRANDFATHERED USE OF PROPERTY

Property owner files an application for a special use permit to allow a use of property that may or may not have been a previously grandfathered use (issues existed on whether the use was abandoned).  City approves the special use application and allows some of the prior use but does not grant as broad a use as originally existed.  Is any right of the owner to claim that the prior use is grandfathered now abandoned or otherwise legally precluded?

Anyone have this issue before and have any research that could be shared?
