There are new "general conditions" for OJP grants in FY25, which include a false claims act certification and a requirement that the recipient does not "operate any programs (including any such programs having components relating to diversity, equity, and inclusion) that violate any applicable Federal civil rights or nondiscrimination laws." https://www.ojp.gov/funding/explore/legaloverview2025/mandatorytermsconditions
The coalition of states in Illinois v. FEMA have filed their Motion for a PI, which you can access here: https://storage.courtlistener.com/recap/gov.uscourts.rid.59597/gov.uscourts.rid.59597.20.0.pdf.
