The subject of Leaking fuel tanks has been kicked around here more than a soccer ball at a kiddy park. They are one of the biggest and most expensive problems you can have on a trawler. There's a lot of stopgap measures and "fixes" but the only correct way is replacement. I would want to know when they were replaced and what type of aluminum was used. 5000 series aluminum will live a very long time in deplorable conditions, but is not very resistant to electrolisis, like any other aluminum. The less corrosion resistant varieties are not suitable for boat use. I would get a reliable estimate from the yard for replacement, to your specifications, and factor that into the purchase price. Get inspection/cleanout ports in every chamber and a sump drain. I think I spent about 15000 bucks on tank replacement in my Krogen trawler, not including waste tanks, just fuel and water.
