An easy question: what is the cite for the identity of the client for the municipal attorney

I need a pinpoint citation for the rule concerning the attorney-client relationship between the municipal attorney and the city government.  I found a very helpful explanation from Don Shaw at Idabel, but no statutory or rule citation.  Can any of you point me in the right direction?  I thought there was helpful language in the OML handbook, but I cannot locate the reference there either.

D.                There is no privilege under this section:


  1.              As to a communication between a public officer or agency and its attorney unless the communication concerns a pending investigation, claim or action and the court determines that disclosure will seriously impair the ability of the public officer or agency to process the claim or conduct a pending investigation, litigation or proceeding in the public interest.

Not sure if this is what you are looking for, but Rule 1.13 of the Rules of
Professional Conduct is titled "Organization as client." Comment 9 addresses
Government Agency as the client.
