State created danger - child abuse - failure to intervene

Cases involving child welfare services are always difficult and often tragic. Such is the case decided by the 6th Circuit yesterday.  It's conclusion was that in a suit against the director of a child welfare agency for not intervening to protect a child from abuse that the facts alleged were insufficient to create liability.  http://www.opn.ca6.uscourts.gov/opinions.pdf/17a0140p-06.pdf
