The mission of the Waste 2 Resourceshttp://www.ecy.wa.gov/programs/swfa/index.html (W2R) program is to reduce the amount and the effects of wastes generated in Washington state.

The program's Technical Services Unit in the Statewide Resources Section in Lacey, WAhttp://www.ci.lacey.wa.us/ is currently looking for a State Biosolids Coordinator (Environmental Specialist 5). In order to broaden the candidate pool, this recruitment is open at the in-training level for job seekers that qualify at the Environmental Specialist 4 level.  For more information, please read the qualifications section below.

This position serves as the program expert for the statewide biosolids program and provides leadership and direction for program implementation. This position:

  • Uses knowledge and principles of biosolids beneficial use to provide technical assistance and advice to regional biosolids coordinators and other stakeholders.
  • Works with Ecology's Water Quality program, regional offices, local health departments, sewage treatment plants, consultants, elected officials, and others to develop, implement, and maintain an effective biosolids management program for the state of Washington.
  • Provides technical assistance to local health departments.
  • Acts as a liaison, and provides technical advice and expertise to public and private organizations concerned with the management of biosolids.
  • Develops biosolids regulations, general permits, and writes and issues permits in accordance with state laws, regulations and guidance.

QUALIFICATIONS:

Required Qualifications

Environmental Specialist 5

A bachelor's degree involving major study in soil science, agronomy, environmental, physical, or one of the natural sciences or other allied field, and six years of professional level experience implementing environmental regulations for organic residuals (for example, biosolids, manure, compost)

OR

A master's degree in one of the above academic fields and four years of the required professional experience.

Environmental Specialist 4
$3,704 to $4,860 per month (Range 55)

A bachelor's degree involving major study in soil science, agronomy, environmental, physical, or one of the natural sciences or other allied field, and five years of professional level experience implementing environmental regulations for organic residuals (for example, biosolids, manure, compost)

OR

A master's degree in one of the above academic fields and three years of required professional experience.

The candidate hired at the Environmental 4 level will promote to a Environmental Specialist 5 upon successful completion of the training plan.

Technical proficiency:

  • Be able to interpret system performance information, residuals quality data, and environmental data including groundwater, surface water and soils data accurately
  • Must have knowledge of biosolids treatment and management systems and ability to converse with operators on system performance issues
  • Must understand pathogen and vector attraction reduction processes, and be able to interpret system performance data and residuals data for compliance with applicable standards
  • Must understand the background risk assessment underlying national biosolids rules and be able to evaluate pollutant concentration information, interpret compliance, and make recommendations or determinations for pollutants when no standards exist
  • Must be able to apply knowledge of environmental sampling techniques to evaluate adequacy of soil and residuals sampling programs, and be able to properly obtain samples
  • Must be able to read and interpret NRCS soil survey data as an element of assessing suitability of land application sites
  • Must understand principles of agronomic management and be able to assess biosolids, soils, and operational information to make recommendations for agronomic application and assess compliance

Demonstrated:

  • Ability to understand and accurately interpret environmental legislation and regulations at the federal, state, and local level, including regulations that govern biosolids in Washington (WAC 173-308http://apps.leg.wa.gov/wac/default.aspx?cite=173-308)
  • Ability to review and understand technical documents
  • Ability to communicate technical information clearly, both verbally and in writing, including answering questions concerning biosolids
  • Ability to effectively negotiate and resolving conflict
  • Ability to critically observe and inspect environmental conditions, collect information, and detect problematic situations

Desired Qualifications

Knowledge of technical biosolids management options and methods (if required experience above is met through implementation of a biosolids regulatory program)

Knowledge of state and federal biosolids regulatory programs and the technical basis for the regulatory requirements (if the required experience is met through biosolids management)

Education involving soil science

Knowledge of the interface between biosolids and Water Quality and other Ecology programs
