Ballot to change bylaws

It is refreshing that the board has chosen to follow theproper process to amend the bylaws. Yesterday, you should have received anemail alert about a ballot being mailed out. (If you do not see it, look inspam for a note from email_alert@calibersoftware.email).
In the second paragraph of the note, the boardexplains that in the April board meeting they passed a resolution to amend thebylaws based on their authority to correct mistakes, supported by a survey that2/3 of the homeowners failed to respond to. The board was soundly criticized bymany of the homeowners who participated in that meeting for not following theproper amendment process.
The amendment process is clearly describedin Article 11 of the by-laws and that process calls for the ballot and Special Called meeting on June 30. Please be aware that the quorum for theupcoming meeting is 10% of the reqistered homeowners so this issue could bedecided by as little of 5% of our association homeowners. In other words, if youwant to have a say in this matter, be sure to return your ballot or participatein the meeting.
The issue behind the proposed amendment is notjust how many board members we should have but also whether we are making fulluse of our members’ willingness to serve. The current bylaws call for a fiveperson board but can operate with as few as three members as a quorum. The practiceover the past years has been to restrict the board to only three members anddeny others who are willing to serve the opportunity to fill the 4thand 5th positions. That practice is not consistent with the bylawsand requires an amendment if it is going to continue.
If you feel our community would be better served bya board limited to three members, then you should support the amendment tochange the bylaws. If you feel the community would be better served by allowingadditional members to step up if they are willing to serve, then you should voteagainst the amendment.
