Dear NCL Colleagues:
Some of you may have received the alert below regarding IES. I went to the AERA website for more information. It appears that the House proposed to cut IES by $164M. (It is unclear, from their update, whether the Senate also proposed a cut to IES.) See:

We are writing to inform you that the House Appropriations Committee has approved a bill that would decrease funding to IES by nearly 164 million dollars! These cuts will halt the award of new grants, and seriously undermine the work that many of us conduct.
Please contact your legislators to share your opinion about these cuts.

Jackie and colleagues,
I think we should sign on at the very least. Any challenges we can give to proposed cuts in any of the programs related to adult are a good thing so taking the opportunity to do so is valuable in my opinion. We will also do that from the ProLiteracy perspective. Given the mandate of IES it may be difficult to get alot of direct field response but we can try although we might want to save some local response chits for the budget fights.

I would concur that NCL should sign on to the LEARN/AERA petition. Any budget cuts that impact our field should be of direct concern and we should join with other organizations.

Hearing no objections, I’ll sign us on.
As additional background:
Senate appropriators proposed a cut to IES as well, but a relatively small one ($574 million -> $563 million).
CEF, of which NCL is a member, sent letters to the Hill objecting to all the cuts to all education programs (including IES and adult ed) in both bills.
None of the 2016 appropriations bills in either chamber are going to get a floor vote, so neither of these bills are going to be enacted (good thing — you’ll recall the Senate bill cuts adult ed rather significantly).
When Congress returns they are going to work on a short-term CR and/or a larger budget deal to eliminate sequestration in order to fund the government for 2016. I have no idea as to how much the proposed numbers in the now-dead appropriations bills may creep their way into the negotiations over a sequestration replacement deal (I think in a short-term CR most programs will be level funded) — so not a bad idea IMO to continue to raise voices over the cuts proposed in those bills even if the regular appropriations process is dead.
Also, IMO: the most critical advocacy we need to do is join with our friends across all federal education programs in advocating for getting rid of the sequestration caps. The cuts that we are seeing across so many education programs — not just the ones that directly impact adult ed — are the result of Congressionally imposted caps on spending that are unsustainable in the long run.

As additional background:
Senate appropriators proposed a cut to IES as well, but a relatively small one ($574 million -> $563 million).
CEF, of which NCL is a member, sent letters to the Hill objecting to all the cuts to all education programs (including IES and adult ed) in both bills.
None of the 2016 appropriations bills in either chamber are going to get a floor vote, so neither of these bills are going to be enacted (good thing — you’ll recall the Senate bill cuts adult ed rather significantly).
When Congress returns they are going to work on a short-term CR and/or a larger budget deal to eliminate sequestration in order to fund the government for 2016. I have no idea as to how much the proposed numbers in the now-dead appropriations bills may creep their way into the negotiations over a sequestration replacement deal (I think in a short-term CR most programs will be level funded) — so not a bad idea IMO to continue to raise voices over the cuts proposed in those bills even if the regular appropriations process is dead.
Also, IMO: the most critical advocacy we need to do is join with our friends across all federal education programs in advocating for getting rid of the sequestration caps. The cuts that we are seeing across so many education programs — not just the ones that directly impact adult ed — are the result of Congressionally imposted caps on spending that are unsustainable in the long run.

As additional background:
Senate appropriators proposed a cut to IES as well, but a relatively small one ($574 million -> $563 million).
CEF, of which NCL is a member, sent letters to the Hill objecting to all the cuts to all education programs (including IES and adult ed) in both bills.
None of the 2016 appropriations bills in either chamber are going to get a floor vote, so neither of these bills are going to be enacted (good thing — you’ll recall the Senate bill cuts adult ed rather significantly).
When Congress returns they are going to work on a short-term CR and/or a larger budget deal to eliminate sequestration in order to fund the government for 2016. I have no idea as to how much the proposed numbers in the now-dead appropriations bills may creep their way into the negotiations over a sequestration replacement deal (I think in a short-term CR most programs will be level funded) — so not a bad idea IMO to continue to raise voices over the cuts proposed in those bills even if the regular appropriations process is dead.
Also, IMO: the most critical advocacy we need to do is join with our friends across all federal education programs in advocating for getting rid of the sequestration caps. The cuts that we are seeing across so many education programs — not just the ones that directly impact adult ed — are the result of Congressionally imposted caps on spending that are unsustainable in the long run.

Jackie and colleagues,
I think we should sign on at the very least. Any challenges we can give to proposed cuts in any of the programs related to adult are a good thing so taking the opportunity to do so is valuable in my opinion. We will also do that from the ProLiteracy perspective. Given the mandate of IES it may be difficult to get alot of direct field response but we can try although we might want to save some local response chits for the budget fights.

As additional background:
Senate appropriators proposed a cut to IES as well, but a relatively small one ($574 million -> $563 million).
CEF, of which NCL is a member, sent letters to the Hill objecting to all the cuts to all education programs (including IES and adult ed) in both bills.
None of the 2016 appropriations bills in either chamber are going to get a floor vote, so neither of these bills are going to be enacted (good thing — you’ll recall the Senate bill cuts adult ed rather significantly).
When Congress returns they are going to work on a short-term CR and/or a larger budget deal to eliminate sequestration in order to fund the government for 2016. I have no idea as to how much the proposed numbers in the now-dead appropriations bills may creep their way into the negotiations over a sequestration replacement deal (I think in a short-term CR most programs will be level funded) — so not a bad idea IMO to continue to raise voices over the cuts proposed in those bills even if the regular appropriations process is dead.
Also, IMO: the most critical advocacy we need to do is join with our friends across all federal education programs in advocating for getting rid of the sequestration caps. The cuts that we are seeing across so many education programs — not just the ones that directly impact adult ed — are the result of Congressionally imposted caps on spending that are unsustainable in the long run.

Jackie and colleagues,
I think we should sign on at the very least. Any challenges we can give to proposed cuts in any of the programs related to adult are a good thing so taking the opportunity to do so is valuable in my opinion. We will also do that from the ProLiteracy perspective. Given the mandate of IES it may be difficult to get alot of direct field response but we can try although we might want to save some local response chits for the budget fights.

As additional background:
* Senate appropriators proposed a cut to IES as well, but a relatively small one ($574 million -> $563 million).
* CEF, of which NCL is a member, sent letters to the Hill objecting to all the cuts to all education programs (including IES and adult ed) in both bills.
* None of the 2016 appropriations bills in either chamber are going to get a floor vote, so neither of these bills are going to be enacted (good thing — you’ll recall the Senate bill cuts adult ed rather significantly).
* When Congress returns they are going to work on a short-term CR and/or a larger budget deal to eliminate sequestration in order to fund the government for 2016. I have no idea as to how much the proposed numbers in the now-dead appropriations bills may creep their way into the negotiations over a sequestration replacement deal (I think in a short-term CR most programs will be level funded) — so not a bad idea IMO to continue to raise voices over the cuts proposed in those bills even if the regular appropriations process is dead.
* Also, IMO: the most critical advocacy we need to do is join with our friends across all federal education programs in advocating for getting rid of the sequestration caps. The cuts that we are seeing across so many education programs — not just the ones that directly impact adult ed — are the result of Congressionally imposted caps on spending that are unsustainable in the long run.

Any challenges we can give to proposed cuts in any of the programs related to adult are a good thing so taking the opportunity to do so is valuable in my opinion. We will also do that from the ProLiteracy perspective. Given the mandate of IES it may be difficult to get alot of direct field response but we can try although we might want to save some local response chits for the budget fights.
