It is quite a debate "NBC Style".
Nonetheless the opinions have points and we all are entitled to it. After careful deliberation with couple of opinion holders, we have agreed upon to soften the language on the change for 15.3 in this years Wednesday Night SI's. We are keeping it in but softening it up a bit. Change management requires time and acceptance. Remember the days we drove around without any seat belts. Now we put it on just to pull the car out of the drive-way.
15.3 Any boat sailing without proper night lighting and everyone on board not wearing PFD’s 30 minutes after official sunset will be disqualified immediately by the Race Committee without a hearing. This changes RRS 63.1, A4 and A5

We will leave this to RC. As you are aware of the Rule for "Y" flag, RC has the right to make you wear a life jacket and disqualify you at the start if they choose to do so. Sunset times for Wednesday nights are attached for your convenience.
C6.5 Umpire Decisions
(a) After flag Y is displayed, the umpires shall decide whether to
penalize any boat. They shall signal their decision in
compliance with rule C5.1, C5.2 or C5.3. However, when the
umpires penalize a boat under rule C8.2 and in the same
incident there is a flag Y from a boat, the umpires may
disregard the flag Y.
The other two changes 7.2 and 13.2 remain in affect since majority agrees. Those are filing a protest and restricted zone sailing.
With regards to flying division streamers; This is not new and it was on the SI's last year. (See below link)

No body protested anything last year. I was the only one put it up there. If you think buying a flag is a big deal that is fine. It is there for a reason and a valid one. If not spending couple of bucks will keep the fun in the game, will go by as we did last year.

Hello Racers,
Hoping your boats are in the water or you are ready to get in. First race of Wednesday Night Racing is near. I wanted to send everyone the attached copy of 2014 Wednesday Night Racing Sailing instructions and ask you to renew your PHRF certificates.
Obvious change is the racing area.
As provided by construction authority and soon to be approved by USCG, we are loosing most of the area south of the club. Hence the racing area shifted north accordingly.
Use of Government Buoy "8" is naturally eliminated for racing, there is a new racing buoy comes in to play, will be dropped by the racing committee and called "E". This "E" will be in place, approximately parallel to and north of "8". The other change is the government buoy "10" taken out of the play and government buoy "11" comes in to play in order to gain the distance lost by restricted construction zone.
You can easily see the visual references for the above changes in sailing instructions map (attached). Also, approximate coordinates of each buoy for the race courses are in a separate table, on page 2 of the sailing instructions.
There are couple of changes to sailing instructions as well. I copied them below.
7.2 Themooring area and restrictedconstruction zone are designated as obstructions. No boat shall sail within these obstructions while racing. The mooring areas are definedas the area within straight lines joining all outermost mooring buoys and the restricted construction zone is between the “R”’s andthe bridge in the course map. “R”’s maybesubject to change by construction. The penalty for sailing within theseobstructions while racingshall be disqualification fr om that race. This changes RRS A5.
Restricted construction zone is taken out and you will be disqualified if you sail into the area during the race. (hey you cannot go in there even if you are not racing)
13.2 Protests andrequests for redress shall be madeon the NBC Web site, Wednesday NightProtest Form, no later than 11:59p.m. on the following day of the race. Further instructions will befoundon the online protest form. Protests will be heard priorto the start of racing onthe following Wednesday Night. This changes RRS 62.2
We heard loud and clear that protest time was short and process was a bit involved . Hence the filing deadline

One more safety rule would not hurt. If you get hit by a boom and fall into the water without PFD is bad to begin
with, adding darkness to the mix is a disaster. This is added for safety. Put your lights and PFD's on after 30
minutes of the official sunset. If you or any member of your crew is not
wearing a PFD after 30 minutes of official sunset of the race day, RC has the authority to disqualify you,
