PD Marijuana Plant Seizure and Liabiltiy

There is a municipality in my area that seized about 300 marijuana plants.
I don't know the details, but apparently a woman was transporting them and
didn't have her transport license with her and, at the time of LE contact,
could not produce documentation showing she could transport. Some time
after the plants were seized, the woman was able to provide the appropriate
documentation, but by this time the plants had died of apparent neglect.

This got me thinking about what other municipalities may be doing regarding
storage of large numbers of seized marijuana plants. My municipalities are
small and don't have the infrastructure or competency to store a large
number of plants without incident. How are other municipalities, especially
smaller ones, dealing with this issue?
