Policy for Community Service Workers

Municipality has been approached by a citizen who is seeking to perform court-ordered community service work for the municipality. The situation is unusual in that the person needs hundreds of hours of work and he is a former employee.  So he is trained to perform the a job for the municipality - and he needs so many hours, he could be basically working full time for a while.

This has raised the question of whether there are any limitations on the tasks/jobs the worker should be doing?  Do any of your municipalities have policies in place for community service?

What about the fact that he will not be drug tested?  Should he be prohibited from performing safety sensitive tasks?

Any guidance would be appreciated.
